Finance provides advice and support to Commonwealth entities to assist them in meeting their obligations under the policies and frameworks we administer.
The APS Learning and Development Strategy focuses on the broad range of learning methods people use to build their capability continuously (the APS Continuous Learning Model) – including learning through:

The education and support services we provide in relation to Commonwealth risk management and insurance are outlined below against these categories.
Work
We support Commonwealth officials solve work challenges through:
Comcover Helpdesk
The Comcover Helpdesk provides Commonwealth entities with a single point of contact for Commonwealth risk management, insurance and Comcover claim enquiries – including Comcover IT support.

Dedicated Comcover Relationship Managers
All Commonwealth entities insured by Comcover are assigned a dedicated Comcover Relationship Manager, who is responsible for building knowledge and expertise across their allocated portfolios.
Comcover Relationship Managers are available to support Commonwealth entities through complex risk and insurance matters – by:
- providing them with tailored and high-quality advice
- connecting them with the relevant Finance team for guidance on matters outside Comcover – such as the Commonwealth indemnity process or budget process.
- facilitating Comcover services provided through outsourced arrangements – such as insurance broking, risk and insurance advisory services, or overseas medical, travel and security services.
People
We support Commonwealth officials build networks and connect with others through:
Communities of Practice
Finance hosts four communities of practice to support the networking of Commonwealth officials working in risk management or insurance-related roles:
- Commonwealth Risk Managers Forum
- CRO Network
- Comcover Insurance community of practice
- Legal liability community of practice.
All of these communities of practice meet either quarterly or 6 monthly to enable participants to post questions, share information and collaborate on common issues.

Comcover Microbites
Microbite learning supports people by delivering content in small, specific bursts to enable fast and targeted delivery of learning when a learner needs it.
Risk Management Toolkit
The Risk Management Toolkit provides guidance and resources to support Commonwealth entities implement each element of the Commonwealth Risk Management Policy.
Courses
Our Comcover Insurance and Commonwealth risk management courses are currently being transitioned from the Comcover Learning Centre to APSLearn (hosted by the APS Academy).
Course registrations and learning resources will be progressively transferred between December 2024 – January 2025, however user profiles and training history will not be transferred.
The Comcover Learning Centre will be made unavailable from Friday 17 January 2025. Any users wanting to download a copy of their training history or course certificates must do so prior to this cut-off date.
Commonwealth Risk Management training
A range of on-demand online courses are currently available via APSLearn.
Face-to-face and virtual course sessions for 2025 are currently being finalised and will be published in February 2025.
Comcover Insurance training
New on-demand online courses are currently under development. Further information will be published in due course.
