Overview
The Whole of Australian Government (WoAG) Air Travel Services Arrangements commenced on 1 May 2016, and include three domestic airlines and 17 international airlines. The WoAG airline panel provides the Australian Government with access to discounted airfares and beneficial fare conditions across an extensive network of domestic and international routes.
The panel is not exclusive and therefore, entities participating in the WoAG Travel Arrangements (the Arrangements) may book air travel with non-panel airlines. However, the fares offered by the panel airlines often represent the best value for money due to the reduced prices and favourable conditions.
Discounts and Fare Conditions
Discounts
The panel airlines provide the Australian Government discounts across a range of their fare-types and cabin classes. Four discount types exist under the WoAG Air Travel Services Arrangements, which are detailed below:
Discount Type | Description |
---|---|
Fixed Fare | A static fare price on an agreed route for a particular fare class. For example $100 for Fare X on the Canberra to Sydney route. |
Point of Sale | An agreed percentage discount off a published fare. For example, 20% off Fare X on the Canberra to Brisbane route. |
Inbound | An agreed percentage discount off a published fare for flights departing outside Australia and landing within Australia. For example, 15% off Fare X on the Dubai to Melbourne route. |
Point of Origin | An agreed percentage discount off a published fare for flights departing and landing outside Australia. For example, 10% off Fare X on the London to Singapore route. |
To help participating entities and their Travel Bookers identify these discounted airfares, which are referred to as Government Fares, a icon is placed next to these fares within the Online Booking Tool search results page.
Fare Conditions
The negotiated Government Fares also include improved fare conditions, which provide Australian Government travellers greater flexibility and reduced financial risks when booking and managing their travel. Some of these beneficial fare conditions include:
- Reduced or waived cancellation and change fees;
- Extended ticketing timeframes; and
- Increased baggage allowances.
The Government Fares and the associated fare conditions are detailed within the Australian Government Travel Guide. Due to the commercial sensitivity of the content within this document, the Australian Government Travel Guide is only available to participating entities via GovTEAMS.
Airline Panellists
Membership for the airline panellists is structured in two tiers. In determining the tier status of an airline panellist, WoAG Travel considers the following criteria:
- The number and level of discounts offered by the airline;
- The airline 's flight network and its alignment to the Australian Government 's most-travelled routes; and
- The ability of the airline to meet the Australian Government 's travel requirements.
Airline panellists awarded with Tier 1 status, enjoy the following benefits:
- Greater access to participating entities and their Travel Bookers;
- Priority status at WoAG Travel events, such as forums and exhibitions;
- Access to enhanced management reporting; and
- More regular management meetings with WoAG Travel.
All three of the domestic WoAG Airline panellists have been awarded Tier 1 status. Eight of the 17 international WoAG Airline Panellists have been awarded Tier 1 status. All WoAG Airline Panellists are listed below, including links to their respective route maps.
Domestic Tier 1 Panellists

International Tier 2 Airline Panellists
Airline Loyalty Programs
Australian Government travellers are encouraged to include their airline loyalty program membership information within their booking details and CTM traveller profile. The inclusion of this information provides airlines details about the traveller's seating preferences and meal requirements.
Airlines, through their loyalty reward programs, generally offer two types of points to travellers, which are detailed below.
Point Type | Description |

Reward Points | Also known as Frequent Flyer Points (FFPs), reward points are used to purchase flights, upgrades and items from the airline 's website. Reward points are not awarded for travel booked through the WoAG Travel Arrangements. |
Status Credits | Status credits accrue in the background and contribute to the tier status of a traveller 's loyalty program membership (e.g. silver, gold). Loyalty program tier status can attract benefits such as increased baggage allowances and complimentary airport lounge access. Status credits are awarded for travel booked through the WoAG Travel Arrangements. |
When bookings are processed through the WoAG Travel Arrangements, the Australian Government Travel Management Services provider, CTM, will arrange for the airline to suppress any reward points associated to the booking. Status credits however, are granted to Australian Government travellers.
Some airlines, through the WoAG Travel Arrangements, offer discounted access to their airport lounge programs. It is the responsibility of each entity to decide whether their staff members can access these discounted airport lounge programs and how membership fees are paid.
