We don’t only want people who have studied finance and accounting. We are seeking graduates with a range of different qualifications and experience.

Working in the Finance Graduate Program
At Finance, you’ll join a cohort of graduates from various disciplines from around Australia and undertake a 12-month development program in Canberra. You will be supported through two 6-month work placements aligned with our high priority work and where your skills and capabilities will be best utilised and developed. For breadth of experience, each placement is in a different area of the business.
Our graduates join Finance’s Entry Level cohort as an ongoing employee at the APS3 level. You will have the opportunity to apply for advancement to the APS4 and APS5 classifications throughout your graduate year.
At Finance and as part of our program, you could provide input and offer advice on:
- the financial impacts, risks and merits of new policy proposals from across all government portfolios
- the government's financial framework
- the annual Budget
- data management, governance and sharing
- managing the government’s shareholding in its assets
- delivering a range of tools and services to assist the work of parliamentarians and their staff
- the government’s engagement with Government Business Enterprises such as the NBN and Snowy Hydro
- modernising the public sector through better services to citizens and businesses such as Australia’s Digital ID System
- whole-of-government procurement
- risk management
- general insurance services to other government agencies.
Professional development
Our Finance Graduate Program supports and encourages ongoing development. Training includes face to face workshops, networking events and a major project that will contribute both to your development and to enhancing the work of Finance. You will have the opportunity to apply this learning on-the-job, and with support from our Entry Level Programs Team and workplace coaching.
You will build a strong professional network within your graduate cohort, graduates from other agencies, peers and mentors. There are also opportunities to engage with senior executive staff and Finance Ministers.
You also have the opportunity to be involved in the APS-wide organisation, Social Network of Graduates. This network coordinates social activities and opportunities to meet graduates from across the APS.

Willough
Introducing Willough from the Whole of Government Leasing Team in our Property and Construction Division.
Willough lives just across the ACT boarder in Bungendore NSW and enjoys the mix of rural living and proximity to Canberra. “On weekends, I like spending time with my family on the farm where I grew up in Braidwood. I also enjoy taking my golden retriever puppy, Milly, on walks and car trips to explore new places.”
“I love spending time outdoors, especially camping trips with family or friends, heading to the beach whenever I can, exploring Canberra’s food scene and occasionally checking out local events.”
After graduating from the University of New England with a Bachelor of Agribusiness majoring in finance, she knew that she had a strong interest in finance and economic operations.
“I wasn’t clear on my future career aspirations. I joined Finance knowing I would get a range of opportunities and discover where my interests aligned with government.
“My first placement was in the Financial Analysis, Reporting and Management Division, where I learnt more about financial principles, public sector accounting and government reporting.
“I then moved into my current role, where I expanded my skillset in policy implementation and stakeholder engagement. I discovered a genuine interest in government property operations around leasing. The Finance Graduate Program has significantly shaped my career aspirations.”
Willough found working in a central agency like Finance is an incredibly rewarding experience, offering a unique opportunity to contribute to a variety policy areas and support government initiatives across the public sector.
“Through my work, I have had the chance to engage with numerous entities and help shape decisions that align with government priorities. I collaborate with stakeholders to oversee office leases across the country.
“What I enjoy most about my role is the combination of strategic thinking and practical problem solving. Each day present new challenges, from collaborating with stakeholders to aligning policies with the broader goals of the government.”
Willough has had the chance to work closely with senior leaders, particularly when preparing briefings and supporting decision-making on lease transactions. “Their mentorship has been invaluable in helping me refine my strategic thinking, communication skills and understanding of high-level decision-making processes. I’ve learned a lot from their insights, especially when it comes to balancing competing priorities and aligning with government objectives.”
Willough has also been involved with some of Finance’s cultural and social events, such the annual trivia night. “The events are a lot of fun and a great way to connect with colleagues. I have enjoyed seeing how inclusive and welcoming the culture is here at Finance. These events help build a strong sense of inclusion and community in the workplace.”

Ting
Introducing Ting, who studied statistics and data analytics. His journey to Finance was driven by a combination of his academic background and his desire to contribute to policy decisions and public services.
“I joined the Data Analytics team at the Department of Finance where I had the opportunity to learn from the expertise of my highly skilled colleagues in a collaborative environment.
“Being part of the public sector has been incredibly rewarding. It offers the opportunity to challenge myself, make a tangible impact on society and contribute to meaningful projects that benefit the community, with the benefits of flexible work and a healthy work-life balance.
“Finance has a culture of promoting innovation and continuous improvement, and I influence policy and decision-making through data-driven insights.”
Through the Graduate Program, Ting has found that he has grown both professionally and personally because of the opportunities to be challenged to think differently and push beyond his capabilities.

Sarah
Introducing Sarah, who studied a Bachelor of Politics, Philosophy and Economics at ANU.
“I was excited to receive an offer for the Finance Graduate Program. I wanted to work at Finance because of the wide range of jobs and opportunities that are unique to Finance, as it is a central agency and the caretaker of many whole-of-APS responsibilities and processes.
“Finance places great emphasis on learning and development for graduates. Throughout the Finance Graduate Program, I experienced lots of informal and formal mentoring. I had fortnightly catchups with an executive and received excellent advice and guidance from my Major Project Sponsor. I also learn a lot from informal mentors in my branch. I can testify that everyone I’ve worked with at Finance is more than happy to provide advice and guidance, and they are genuinely invested in and supportive of my career development and learning.”
As part of the Finance Graduate Program, Sarah took part in training that improved her skills in procurement, drafting policy and communicating with influence—all of which has been useful in her roles.
Sarah wanted to work in Budget Group because preparing the Budget is a core function of Finance, and a key deliverable for government each year. “I have gained valuable experience in understanding the mechanics of the Budget process. Even though I have only been in my current team for six months, I have already had the opportunity to lead meaningful policies.”
“In the Schools and Child Care Agency Advice Unit, I worked closely with other agencies to improve government policies and establish new initiatives.”
“I feel like I am making a positive contribution to society. I have made new friends, worked in two vastly different areas, and already learnt so much. I cannot wait to continue to develop my career at Finance.
My work is also often reviewed and considered by senior executives, both in Finance and across the APS, as well as by senior Government Ministers at Expenditure Review Committee meetings. I would recommend any recent or future university graduates to consider applying to work at Finance.

During the program, Sarah also volunteered as part of the Fundraising and Marketing team for Finance’s Annual Trivia Night. “This was a great opportunity to work closely with other graduates, meet and work with school leavers and raise a lot of money for a great cause. It is a highlight of the year for Finance and it was incredible to all come together and watch it unfold on the night.”
When not working, Sarah enjoys bushwalking and hiking, both in Canberra and the nearby Namadgi National Park. During the winter months, she loves heading down to the snowfields to ski with friends and family. “I also enjoy op shopping, cooking and spending time with my friends at any of Canberra’s many excellent cafes, restaurants or wine bars. I love sport, especially AFL, and will try to get to Manuka oval whenever there’s a game on.”

Australian Government Graduate Program
You can still apply as part of the Australian Government Graduate Program (AGGP). If you apply through the AGGP, select the Department of Finance as your first preference.
Finance recruits from a number of streams including Generalist, Accounting and Financial Management, Digital, Human Resources, Data, STEM, Economist and Legal, and the Indigenous Graduate Pathway.

What is the application process and timeline?
Applications open on Monday 17 February 2025 for the Graduate Program in 2026.
From there:
- 31 March 2025: Applications close
- April/May 2025: Applications considered
- June 2025: Testing and online interviews
- July 2025: Initial offers made
- August 2025: Official offers made following required checks
- December 2025: First placements determined
- February 2026: Program commences
- January 2027: Program concludes.
If successful, when would I be expected to commence at Finance?
All successful candidates commence their employment in February 2026.
What if I graduated some time ago?
Finance’s Graduate Program recruits people who have completed their undergraduate degree within the past five years.
Our past cohorts have been made up of a broad demographic of graduates; some who join us have just finished their degree while others join us after having spent some time in the workforce.
What type of work will I be doing as a graduate?
At Finance, we work on many aspects of the government's agenda including the Australian Government’s Budget, modernisation of the public service, commercial projects and a diverse range of whole-of-government policies.
Our work is delivered increasingly through a project-based model.
As a graduate, you will have the opportunity to work across two areas and varied projects critical to the government’s agenda and departmental priorities.
Finance Graduates are based in Canberra, with our central office located in Forrest and just minutes from Parliament House.
Do I need to relocate to Canberra?
Canberra is a great place to live, work, learn and explore — we promise.
Canberra has it all. We have excellent restaurants, cafes, bars, wineries and breweries. We have green space, bike paths and bushwalking spots. And, we have some of Australia’s best museums and galleries.
Canberra is a multicultural city with a great community feel. Our annual events include the National Multicultural Festival, Canberra Balloon Spectacular and Floriade.
It is easy to move around Canberra, and Sydney, the ski fields and the south coast on our doorstep.
As a graduate in Finance, you will need to relocate to Canberra, where our central office is located.
We understand this may be a big move for you if you are coming from interstate. To help get you settled, we offer reasonable relocation expenses and temporary accommodation support.
Don’t fear, you are not alone: each year graduates move from all over the country for a career with Finance.
What security requirements must I meet?
Graduates must obtain an NV1 security clearance prior to commencement.
Successful applicants will be required to complete a security pack. You will need to have a checkable background going back 10 years and you also must be an Australian citizen.
Access to Finance’s buildings, information technology systems and classified material cannot be provided until a security clearance is granted.
Will the Department of Finance support me doing my CA or CPA?
Yes, employees, with approval from their manager, can undertake their CA or CPA accreditation.
Unless there is a business requirement for the CA or CPA accreditation, it is not expected to be approved during the graduate year due to the amount of training and development already provided through the program.
Finance is accredited as a CPA Australia Recognised Employer to the Knowledge Level, the highest level. Finance was the first public sector employer in the ACT to gain this accreditation. This provides our finance and accounting staff that have a business requirement for a CPA qualification with resources and guidance to assist them.
CPA participants also benefit by having a simple alternative method to demonstrate adherence to the CPA program’s practical experience requirement and to demonstrate adherence to minimum continuing professional development standards. These are both mandatory components of the award.
What happens after I finish the Graduate Program?
After your graduate year has ended, the opportunities don’t stop! You will have a permanent ongoing APS role in the department and Finance will continue to support your career development and offers study assistance for further education.
