Tasks & actions

Pre-announcement (where entities are provided with early notice of the MoG change)

☐ Consolidate MoG change preparation materials and templates

☐ Consider appropriate governance structures and senior officials for the steering committee and its secretariat

☐ Identify and adjust current activities that may help or hinder MoG change processes

☐ Develop a joint communications strategy to inform employees of the key changes and provide regular updates

☐ Develop a consultation strategy for more directly affected employees

☐ Ensure that accounts and records (financial, human resources and information) are complete

☐ Consider resourcing and re-prioritisation of work for relevant and affected areas

MoG change announcement date

☐ Confirm scope of functions being transferred with PM&C (may require advice from legal teams)

☐ Legal areas to prepare delegation instruments to ensure continuity of business *Receiving entity

☐ Ensure all necessary delegation instruments (financial and other) are updated to reflect the MoG changes

☐ Official appointment of the steering committee and the establishment of communication channels between the transferring and receiving entities (working group), as well as PM&C, Finance and APSC as required

☐ Establish and distribute contact lists for internal and external use

☐ Take a financial snapshot of all financial accounts and records to make a preliminary assessment of affected functions

☐ Take a snapshot of other records (including human resources records) to make a preliminary assessment of affected functions

☐ Undertake assessment of programs being transferred, determine expected timeframes and inform working group *Transferring entity

☐ Ensure that recruitment in transferring areas not finalised is ceased *Transferring entity

☐ Initial communications to employees on the MoG change and how it affects the entity

☐ Identify any immediate operational matters that need to be addressed

☐ Review the AAO (if applicable) and ensure all legislation associated with transferring functions is correctly recorded

☐ Assess legal impact of the MoG change, including the need for legislative amendments and a new/amended outcome statement

☐ Commence compilation of preliminary financial and other information to be provided to the receiving entity *Transferring entity

☐ Provision of preliminary information compiled to date *Transferring entity

☐ Contact Finance for advice on funding arrangements for a new entity (if applicable) *Portfolio department
