Commonwealth entities and companies must prepare corporate plans each financial year. Minimum information requirements for corporate plans are set out in the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and the Public Governance, Performance and Accountability Rule 2014 (PGPA Rule).

Commonwealth entities must include performance information in portfolio statements for each program, which map to the purposes and activities presented in corporate plans. 

A Finance Secretary Direction on the Requirements for Performance Information in Portfolio Budget Statements is in place, which details the performance information required and emphasizes the need for a clear read between planning and reporting documents.
 

Corporate Plan

What? Principal planning document.

Who? Accountable authority or company director’s report to staff, stakeholders, the Parliament and the public.

When? Commonwealth entities that report on a financial year basis must publish their corporate plans on their website by 31 August each year. Entities that report on a calendar year basis must publish a corporate plan by the end of each February.

Why? Required by PGPA Act and PGPA Rule.

Portfolio Budget Statements

What? Resource management and accountability document – assists Parliament in the interpretation of the Government’s Budget, Appropriation Bills and explains the planned performance of individual entities.

Who? Responsible Minister’s report to Parliament detailing the proposed allocation of resources to government outcomes and programs.

When? May (as part of the Budget process), with additional estimates processes as required (usually in February).

Why? In the context of the Commonwealth Performance Framework, reporting requirements in portfolio statements are based on a Finance Secretary’s Direction under the PGPA Act.
