Whole-of-government Regulatory Policy, Practice & Performance Framework

The Department of Finance is working to modernise regulation through digital design, innovation, and stewardship to ensure it is fit-for-purpose for Australia now and into the future.

In collaboration with regulatory agencies across the Commonwealth, the department has developed the whole-of-government Regulatory Policy, Practice & Performance Framework.

Effective regulation provides fair access to public services, promotes competitive markets, ensures systems work effectively, and protects Australia and its people from harm.

The framework provides Commonwealth regulators and regulatory policymakers with 6 principles to drive fit-for-purpose regulation in a digital era, protect against regulatory failures, and improve productivity. The principles are:

  • Targeted and risk-based
  • Integrated in existing systems
  • User-centred
  • Evidence-based and data-driven
  • Reflective of the digital era
  • Continuously improved and outcomes-focused

The Department of Finance will continue to work with Commonwealth agencies, industry, and the community to embed the framework’s principles and develop supporting tools.
