Ruth Bayley draws on her substantial experience of government procurement to deliver practical advice that helps clients to undertake their procurement processes in ways that achieve results whilst also demonstrating compliance with the procurement policy and legislative framework. Ruth holds a PhD from QUT which examines the explanations given by corrupt public officials and suppliers for their corrupt behaviour in Australian public sector procurement processes. Her research informs Ruth’s strategic procurement and probity advising.

Ruth is committed to providing prompt, well-reasoned, practical, and independent advice for clients. She firmly believes that clients engage her to identify potential process, probity and reputational risks and help them to devise practical plans to manage or mitigate these, even if that is sometimes uncomfortable or challenging. She takes this obligation most seriously.

Ruth provides advice promptly, recognising how stressful waiting for advice can be for clients If possible in the circumstances, she provides clients with multiple options to consider, so that clients can choose the approaches that suit them. However, Ruth always provides the advice needed in the circumstances, even if this may not necessarily be what the client “wants to hear”. Ruth works cooperatively with other members of the procurement team and advisers.
