David Madden is a highly experienced leader and investigator with almost two decades in investigation, corporate analysis, management, and leadership reviews, following a 29-year career in policing, culminating as Deputy Commissioner of Operations for NSW Police. Currently operating under DBM Independent Consultants, he specialises in high-level workplace investigations, risk analysis, workplace trouble shooting and cultural/operational review, policy reviews, executive mediation, and leadership coaching. Madden's career highlights include directing statewide policing operations, developing accountability mechanisms, and managing emergency responses, including counter-terrorism efforts. He has a strong background in ethical governance, having conducted investigations into workplace misconduct, fraud, historical sexual assault, institutional abuse and corruption for various government and non-government agencies. Madden holds a Master of Letters in Sociology and a Bachelor of Applied Social Science in Justice and Psychology. His certifications include a Cert IV in Government Security.
