Commonwealth Investment Framework (RMG 308)

RMGs are guidance documents. The purpose of an RMG is to support PGPA Act entities and companies in meeting the requirements of the PGPA framework. As guides, RMGs explain the legislation and policy requirements in plain English. RMGs support accountable authorities and officials to apply the intent of the framework. It is an official’s responsibility to ensure that Finance guidance is monitored regularly for updates, including changes in policy/requirements. 

This Resource Management Guide (RMG) brings together the policy and best practice guidance for Commonwealth entities to consider when developing, implementing and managing investment proposals.

This RMG should be read in conjunction with other policy and guidance materials including the Cabinet Handbook, Budget Process Operational Rules (BPORs) and relevant Estimates Memoranda (EMs).

Please note:

  • For guidance on investments by Commonwealth entities under section 58 and section 59 of the Public Governance, Performance and Accountability Act 2013 (PGPA Act), refer to RMG-301 Investment by Commonwealth entities.
     
  • Investments in international financial institutions are exempt from the requirements set out in this guide.
