Amendment to the PGPA (Finance Minister to Accountable Authorities of Non-Corporate Commonwealth Entities) Delegation 2022
An amendment to the PGPA (Finance Minister to Accountable Authorities of Non-Corporate Commonwealth Entities) Delegation 2022 commenced on 15 February 2024.
This update reflects the Finance Minister’s amendments to Schedule 1, Part 5, which inserted the accountable authority of the Department of Defence as permitted to invest certain amounts standing to the credit of the Defence Endowments, Bequests and Other Trust Moneys Special Account 2019, and made consequential amendments to Schedule 1, Part 1 in relation to banking arrangements for that special account.

AGOR provides information on the function, composition, origins and other details of Australian Government entities and bodies and is updated on a quarterly basis. The online searchable version of AGOR is located on Directory.gov.au. The Directory is your guide to the structures, organisations and key people in the Australian Government. The Spreadsheet of bodies is also available for download from data.gov.au.
The next Quarterly Report will occur in April 2024.

Implementing the Strategic Commissioning Framework
Enities should be taking steps now to implement the framework. By 30 June 2024 entities should:
- Identify the entity’s core work that should only be done by APS employees
- Set targets for 2024-25, outlining the core work that will be brought in-house in the first year and the associated reduction in outsourcing expenditure expected
- Include agency targets in the the capability section of 2024-25 corporate plans
- Report targets to the APSC via the APS Agency Survey (June-July 2024)
- Set up systems to track progress and support centralised monitoring by the APSC.
Regulatory Reform Interdepartmental Committee - 19 February 2024
The first Regulatory Reform Interdepartmental Committee (IDC) was held on 19 February. Updates were provided on reform initiatives the Regulator Reform Division, Department of Finance, are progressing with a focus on the Regulatory Policy, Practice and Performance Framework and the recent release of the ability to complete a statutory declaration online using a MyGov ID.
A presentation from Catherine Fitch, Assistant Secretary Privacy Reforms Taskforce, on the great work her team is undertaking on the review of provisions of the Privacy Act was well received by all. Thank you Catherine.
The valuable insights from the discussion of the challenges facing regulators both now and those expected to emerge in the coming years were appreciated by IDC members and the Regulatory Reform Division.
The next meeting is expected to be held in April.

The index of RMGs can be found on the Finance website. The index allows users to navigate the available guidance quickly and can be sorted alphabetically, by number, or by topic.
An RMG explains the legislation or policy requirements in plain language supporting entities in the application of the PGPA framework. A number of RMGs also provide examples of good practice.
RMGs are evolving to support a ‘self-help’ environment, enabling stakeholders to interact with information in real time. The guides are available electronically which means they can be updated as required in real time, this ensures stakeholders are informed of policy and legislative amendments quickly - allowing Finance to support stakeholders efficiently and effectively.
