AGOR September Quarterly Report - 30 September 2023
The Australian Government Organisation Register (AGOR) 30 September 2023 Quarterly Report is published on the Finance website – this includes the AGOR Dashboard, Spreadsheet of bodies and the Register of movements list.
AGOR provides information on the function, composition, origins and other details of Australian Government entities and bodies and is updated on a quarterly basis. The online searchable version of AGOR is located on Directory.gov.au. The Directory is your guide to the structures, organisations and key people in the Australian Government. The Spreadsheet of bodies is also available for download from data.gov.au.
The next Quarterly Report will be released in the coming weeks reflecting AGOR data as at 31 December 2023.

Transparency Portal data repository
A new and improved whole of government data repository has been released on the Transparency Portal. You can find it under Data Sets.
Visitors to the Portal can query a range of different financial and non-financial data sets (for example, employee figures, remuneration, financial statements, expenditure on consultancy and non-consultancy contracts and audit committee membership).
You can view and compare information pertaining to a single entity, multiple entities or all entities. Information you query can be downloaded to a CSV file if required.

New Commonwealth Fraud and Corruption Control Framework
To accommodate the addition of corruption controls, the Finance Minister has amended the Fraud Rule in section 10 of the Public Governance, Performance and Accountability Rule 2014. The amendment will be effective from 1 July 2024 and can be found on the Federal Register of Legislation here. Please note the amendment will not be compiled with the PGPA Rule until commencement on 1 July 2024.
The new Framework also complements the work of the recently established National Anti-Corruption Commission, as well as the Commonwealth Fraud Prevention Centre in preventing fraud and corruption in the Commonwealth public sector. New measures in the updated Framework will also require all accountable authorities of corporate and non-corporate Commonwealth entities to take steps to prevent, detect and respond to fraud and corruption.
The Attorney-General’s Department is currently developing guidance about the new Framework, which will be released in due course.

RMG-500 and RMG-501 - digitally enhanced!
Please note that no material changes to content or policy have been made. The updates streamline and enhance the readability of the guides, bringing RMG-500 and RMG-501 in alignment with other resource management guides. For example, clause numbers have been removed from the frameworks, and tables and diagrams have been incorporated to better synthesise and present information.

Updates to financial reporting guidance for 2023-24 financial statements
- Entities can view the current version of the FRR here.
A “Key changes to FRR, RMG 116, RMG 125 and PRIMA Forms 2023-24” document, as well as links to this updated guidance, can be accessed here.
Please note for 2023-24:
- All macros have been removed from the PRIMA Forms, to address entity security concerns. Please note that entities will now have to manually format and rename notes. A new User Guide, available for download with the PRIMA Forms, provides further information.
- Standard parameters as at Sunday, 30 June 2024 will be issued in the first two weeks of July 2024. The standard parameters cannot be issued earlier as they are reliant on 30 June data, which is not available until after the end of the financial year. Advice will be issued including to all Chief Financial Officers when the standard parameters are published on the Finance website.
2023-24 Portfolio Additional Estimates Statements guidance
The Guide to preparing the 2023-24 Portfolio Additional Estimates Statements is now also available on the Finance website.
The 2024-25 Portfolio Budget Statements guidance is expected to be issued in March 2024.
RMG-129 Reporting performance information in the Portfolio Budget Statements
- who prepare Portfolio Budget Statements (PBS)
- contribute to the reporting of performance information in Section 2 of the PBS, to meet the Finance Secretary Direction Requirements for Performance Information.
The RMG should be read in conjunction with PBS Guidance once issued through an Estimates Memorandum.

2024 Risk Education Program
The Risk Education Program is free to all Comcover Fund Members and assists officials at all levels to understand the principles of good risk management.
Being able to understand the risks at each stage of the procurement lifecycle is important in achieving successful procurement outcomes. Being able to understand the risks associated with issuing an indemnity or warranty, or the most appropriate method of risk retention or risk transfer support innovative outcomes though the procurement process.

Commonwealth Risk Managers Forum Wednesday 7 February 2024 - Registrations open
The next Commonwealth Risk Managers Forum will be held at 10:30am on Wednesday, 7 February 2024. We invite risk practitioners to register for a knowledge sharing and networking session with their counterparts in other Commonwealth entities.

Comcover Insurance Community of Practice Wednesday 21 February 2024 - Registrations open
The next Comcover Insurance Community of Practice will be held at 10am on Wednesday, 21 February 2024.
The community of practice provides a collaborative forum to address common insurance issues and improve insurable risk knowledge among Fund Members.
