Updates to RMG-131, RMG-132, RMG-133 & RMG-134
Developing performance measures RMG-131 has been updated to present a broader range of examples of performance measures types, including the use of proxy measures.
Corporate plans for Commonwealth entities RMG-132 has been updated to:
- Include new information on regulator performance reporting
- Present a range of refreshed and broader better practice examples, including on regulator performance reporting
- Include a link in the capability section to the APSC Workforce Planning Resources website which provides workforce planning guidance and a range of tools and resources.
Corporate plans for Commonwealth companies RMG-133 has been updated to present a range of refereshed and broader better practice examples.
Annual performance statements for Commonwealth entities RMG-134 has been updated to reflect routine updates including clarification of existing information on annual performance statement requirements.

Entity Start-Up Guide - Annual Review - Update
In the PGPA Newsletter #89, we noted that Finance was seeking feedback as a part the annual review of the Entity-Start-Up Guide. The content review included reaching out to key contacts regarding the review and updating of their policy responsibilities and contact details.
The content review of the Entity Start-up Guide is complete, with updated policy responsibilities and contact details reflected. Thank you to everyone who assisted with this process.
The guide will continue to be enhanced to support a self-help environment, enabling stakeholders to interact with information in real time and provide up to date contact information. Any feedback on the guide can be sent to PGPA@finance.gov.au.
AGOR 1 April 2023 Quarterly Report
The Australian Government Organisation Register (AGOR) 1 April 2023 Quarterly Report is now available on the Finance website – this includes the AGOR Dashboard, Spreadsheet of bodies and the Register of movements list.
AGOR provides information on the function, composition, origins and other details of Australian Government entities and bodies and is updated on a quarterly basis. The online searchable version of AGOR is located on Directory.gov.au. The Directory is your guide to the structures, organisations and key people in the Australian Government. The Spreadsheet of bodies is also available for download from data.gov.au.

Chart of Special Appropriations and Chart of Special Accounts
The Charts are intended to assist officials with their management and reporting of special appropriations and special accounts. Updates capture new special appropriations and special accounts which have commenced, existing ones which have been repealed and changes in the administering entities since the last update was published.
Updates to RMG-114 & RMG-125
Commonwealth entities financial statements guide RMG-125 has been updated to reflect:
- Updated advice on the classification of administered investments as financial assets
- Updated advice and a new Appendix D covering key management personnel and related party disclosures.
2023 Comcover Education Program
The Program consists of four learning pathways designed to increase risk management capability across the Commonwealth. Key features of the Program are eLearning, face-to-face training, access to reference material, and networking.
The Program has been designed to provide tailored training and support across the following four pathways:
Foundation level: All Commonwealth officials, regardless of level or role who are required to understand basic risk management concepts and how risk is managed in the Commonwealth.
Generalist level: Commonwealth officials, regardless of level, whose role requires them to engage with and apply their entity's risk management framework to successfully deliver outcomes. Generalists engage with risk at the activity level and have attained Foundation level capability.
Specialist level: Job role specialists who are required to design, implement and embed an entity's risk management and insurance framework. Specialists facilitate generalists and executives to fulfil their risk management responsibilities.
SES Professional Development Program: Senior Executive Service officials whose role requires them to communicate the acceptable levels of risk that are appropriate to their entity's profile, allocate resources and model the adoption of risk management policies, strategies and best practice in their entity.

2023 Risk Management Benchmarking Results Available
The 2023 Comcover Risk Management Benchmarking Survey results have been released to participating entities. The Benchmarking Survey allows entities to assess their risk management capability and better understand how successfully risk management has been integrated into their operations. It also assists entities to identify areas for improvement in their risk management capability and how their capability compares to their peers.
As part of their participation entities receive:
- An entity executive report and A3 dashboard report summarising the entity’s Benchmarking Survey results. This includes an assessment of the entity’s:
- current capability to manage risk against the five areas of focus as set out in the Risk Management Capability Maturity Model;
- alignment to its desired state of risk management capability; and
- performance compared with other entities.
- Access to the Benchmarking Online Reporting Tool which allows entities to drill down into the Benchmarking Survey data further. It includes:
- an overall dashboard of the results which can be useful for engaging leadership and executive committees;
- an area of focus dashboard which can drill down into the questions related to each area of focus; and
- a current and emerging risk dashboard to review those current and emerging risks identified across the survey participants.
