NEW RMG-128 Regulator Performance
The guidance has undergone a light refresh but the best practice principles, policy on statement of expectations (SOE) and statement of intent (SOI) and performance reporting remain unchanged and continue to represent good policy. In this update, we have extended the transitional period to 30 June 2023 to allow regulators and regulatory functions further time to incorporate performance reporting requirements into PGPA planning documents.
We encourage entities to progress work on developing SOEs/SOIs and continue work to embed the best practice principles. We are very happy to review SOE/SOI documents and welcome drafts and questions through to our inbox: APSRegulatoryReform@finance.gov.au
Updates to the PGPA (Financial Reporting) Rule 2015
- The updated FRR is available on the Federal Register of Legislation: https://www.legislation.gov.au/Series/F2015L00131
- an updated list of Tier 1 entities following the June Machinery of Government (MoG) changes
- clarification on how to access the Long Service Leave shorthand method
- early adoption of two accounting pronouncements (AASB 2021-2 and 2021-6), relating to disclosure of material, rather than significant, accounting policies, and clarification of what is considered an accounting estimate change versus a change in accounting policy.
APS Accounting and Finance Month – February 2023
The Australian Public Service Academy (APS Academy) is convening Accounting and Finance Month in February 2023. During this month, the APS Academy will host a series of targeted training and development sessions for accounting and finance professionals.
Finance is working closely with the Academy and will share further details on courses available during the APS Academy Accounting and Finance month in due course.

AGOR Quarterly Report – 30 September 2022
The 30 September 2022 Australian Government Organisation Register (AGOR) Quarterly Report is available on the Finance website – this includes the AGOR Dashboard, Spreadsheet of bodies and the Register of movements list.
AGOR provides information on the function, composition, origins and other details of Australian Government entities and bodies and is updated on a quarterly basis. The online searchable version of AGOR is located on Directory.gov.au. The Directory is your guide to the structures, organisations and key people in the Australian Government. The Spreadsheet of bodies is also available for download from data.gov.au.

Climate disclosures for certain Commonwealth entities
The Government made an election commitment to ensure large businesses and financial institutions provide Australians and investors with greater transparency and accountability when it comes to their climate-related plans, financial risks and opportunities.
The Government considers it appropriate that comparable Commonwealth entities be subject to climate disclosure requirements commensurate to those being developed for private sector businesses and financial institutions. This would include some corporate Commonwealth entities and some Commonwealth companies. The Minister for Finance will lead this work program.
The APS Net Zero Unit in Finance will consult with relevant Commonwealth entities and other stakeholders in early 2023 to inform the development of these requirements, including the entities to be covered, reporting content and implementation timeframes.
While the consultation by Finance will be separate to the Treasury's consultation on requirements for private sector businesses and financial institutions (open until 17 February 2023), it will take into account relevant outcomes from that process.

Separate disclosure method for departments
A complementary Climate Risk and Opportunity Management Program, led by the Department of Climate Change, Energy, the Environment and Water (DCCEEW), is primarily focussing on non-corporate Commonwealth entities.
This program will include a separate climate disclosure method for departments, based on the APS Climate Risk Disclosure Framework piloted in 2022. The framework will differ from the requirements for comparable Commonwealth entities, and further stakeholder engagement is planned for early 2023 to finalise the framework as part of the broader climate risk management program.

What are climate disclosures?
Climate-related disclosures involve public reporting by an entity of climate-related information. This generally includes information on an entity’s climate-related plans, financial risks, and opportunities.
Climate-related risks are divided into two major categories:
- Physical risks resulting from climate change.
- Transition risks and opportunities associated with policy, regulatory and technological change brought on by efforts to mitigate climate change and move towards a net zero emissions economy.
A common and important tool to manage climate-related risks is disclosure of those risks.
APS Net Zero by 2030 – Department of Finance
With this commitment, the Government is leading by example and contributing towards Australia meeting its national emissions reduction targets under the Paris Agreement. Last month Australia also joined the international Net Zero Government Initiative with 18 other countries.
How Finance is supporting the APS to reach net zero
Finance has established an APS Net Zero Unit to support entities and the Government to meet this commitment.
We are now progressing with early engagement including briefing sessions to entity senior executives and industry engagement. The approach is to work with entities taking this forward through collaboration across the APS.
A GovTeams collaborative community has been established for staff working to reduce greenhouse gas emissions, which can be found by searching “APS Net Zero” on GovTeams.

To assist you, RMG-500 Commonwealth Property Management Framework has been updated to provide initial guidance and support to entities on APS Net Zero considerations for property.
Further information, in addition to the amendments made to RMG-500 relating to property, on APS Net Zero will be added to the Finance website shortly.

Risk Management Updates
The revised Commonwealth Risk Management Policy (the Policy), will come into effect on 1 January 2023, is available on the Department of Finance website.
A companion guide to the Policy, Guide to Implementing the Commonwealth Risk Management Policy (RMG-211), information sheets, case studies and microbites which support the Policy, will be released on the website over the coming weeks.
Commonwealth Awards for Excellence in Risk Management
The 2022 Commonwealth Awards for Excellence in Risk Management (the Awards) ceremony was held on Thursday 8 December. The Finance Secretary provided a keynote address to over 100 guests from across the public service and presented awards to each of the winners.
The ceremony showcased the exceptional risk management work done across the public service and highlighted the substantial benefits that managing risk has in achieving current and future government outcomes.

Benchmarking
The 2023 Comcover Risk Management Benchmarking Survey will commence on Monday 30 January 2023. An information pack will be sent to participating agencies shortly.
The Comcover Risk Management Benchmarking Program is a self-assessment tool which gives Fund Members an opportunity to measure their risk management capability against the following five themes – Risk Governance, Risk Culture, Risk Capability, Risk Management Framework and Practices, and Organisational Resilience and Agility.
Education Program for 2023
The Comcover Education Program consists of four learning pathways designed to increase risk management capability across the Commonwealth. Key features of the program are eLearning, face-to-face training, access to reference material, and networking.
The program has been designed to provide tailored training and support across the following four pathways:
- Foundation level: all Commonwealth officials, regardless of level or role who are required to understand basic risk management concepts and how risk is managed in the Commonwealth.
- Generalist level: Commonwealth officials, regardless of level, whose role requires them to engage with and apply their entity's risk management framework to successfully deliver outcomes. Generalists engage with risk at the activity level and have attained Foundation level capability.
- Specialist level: job role specialists who are required to design, implement and embed an entity's risk management framework. Specialists facilitate generalists and executives to fulfil their risk management responsibilities.
- SES Professional Development Program: Senior Executive Service officials whose role requires them to communicate the acceptable levels of risk that are appropriate to their entity's profile, allocate resources and model the adoption of risk management policies, strategies and best practice in their entity.
