Changes to the PGPA Flipchart and List - February 2025
This article outlines changes made to the Flipchart and List in the 2 January 2025 and the 3 February 2025 updates.
Both the Flipchart and List have been updated to reflect the following changes to current Commonwealth entities and companies for the PGPA Act:
Net Zero Economy Authority – Added
The Net Zero Economy Authority is a new non-corporate Commonwealth entity (NCE) in the Prime Minister and Cabinet portfolio, established by the Net Zero Economy Authority Act 2024 on 11 December 2024.
National Commission for Aboriginal and Torres Strait Islander Children and Young People – Added
The National Commission for Aboriginal and Torres Strait Islander Children and Young People is a new NCE in the Social Services portfolio, established by an amendment to Schedule 1 of the Public Governance, Performance and Accountability Rule 2014 on 13 January 2025.
ITC Technologies Pty Ltd - Added
ITC Technologies is a new, wholly owned Commonwealth company for the PGPA Act in the Finance portfolio, from 28 January 2025.
CEA Technologies Pty Limited – Added
CEA Technologies is a new, non-wholly owned Commonwealth company for the PGPA Act in the Finance portfolio, from 28 January 2025.

AGOR Quarterly Report – 31 December 2024
The Australian Government Organisation Register (AGOR) Quarterly Report for December has been published on the Finance website – this includes the AGOR Dashboard, Spreadsheet of bodies and the Register of movements list.
AGOR provides information on the function, composition, origins and other details of Australian Government entities and bodies and is updated on a quarterly basis. The online searchable version of AGOR is located on Directory.gov.au. The Directory is your guide to the structures, organisations and key people in the Australian Government. The Spreadsheet of bodies is also available for download from data.gov.au.
The next Quarterly Report will be available in April 2025.

Updates to financial reporting guidance for 2024-25 financial statements
No changes to the Public Governance, Performance and Accountability (Financial Reporting) Rule 2015 (FRR)
The FRR remains unchanged for 2024-25, which sets out the requirements for non-corporate Commonwealth entities and corporate Commonwealth entities’ 2024-25 financial statements. Entities can view the current version of the FRR on legislation.gov.au.
Updates to Financial Reporting Guidance
Minor updates have been made to the following guidance, now available on the Finance website:

- RMG-125 Commonwealth Entities Financial Statements Guide
- Financial Statements Better Practice Guide
- Primary Reporting and Information Management Aid (PRIMA) Forms

Standard Parameters for 2024-25:
Standard parameters as at 30 June 2025 will be issued in mid-July 2025. The standard parameters cannot be issued earlier as they are reliant on 30 June data, which is not available until after the end of the financial year. Updates will be shared with Chief Financial Officers when the standard parameters are published.

2025-26 Portfolio Budget Statements guidance
The 2025-26 Portfolio Budget Statements guidance will be issued in early February 2025.
2025 Comcover Risk Management Benchmarking Program is now open for completion
The Comcover Benchmarking Program (The Program) measures how an entity’s risk maturity evolves over time and is designed to support entities in developing their risk management capability within the Commonwealth public sector.
The Program is the key mechanism used by Finance to monitor the risk maturity of Commonwealth entities across the Australian Government. Through the survey entities can identify areas for improvement and prioritisation of activities, continuing to build their capability in line with the Commonwealth Risk Management Policy.
The Benchmarking Program is conducted biennially and involves the completion of an online self-assessment survey.
The Survey opened on Tuesday, 28 January and will close on Monday, 3 March 2025.

Did you know you are able to print or download Resource Management Guides (RMGs)
The print or download functionality replaces the need for static PDF versions of RMGs. Users can print or download an entire RMG by simply clicking on the ‘printer’ icon displayed on the top right-hand corner on each web page of an RMG.
Simply follow these steps:
- click on the printer icon on the top right-hand corner of the RMG web page,
- select “Print entire document (for PDF ready version)” or “Print this page”,
- then select ‘Background Graphics’ under Print Options (under ‘More settings’) for the best viewing format.
This will allow you to print or save as a PDF to your respective drive or desktop.
RMGs are evolving to a digital first approach, this means they can be updated in real time, keeping officials informed of policy and/or legislative amendments quickly. Real-time, live editing reduces the risk of users referring to out of date information or requirements which could impact on an entity meeting their requirements under the PGPA Act or PGPA Rule.
TIP: The top of each page has a note to remind you to return to the Finance website regularly to view the latest version of the RMG.
