Commonwealth Australian Industry Participation (CAIP) requirements aim to ensure full, fair and reasonable opportunities for Australian industry to participate in Commonwealth-funded projects.
Successful tenderers may need to prepare a CAIP plan when awarded Australian Government procurements of $20 million or more (GST inclusive), including extension options. Funding entities also should be aware of their responsibilities in applying CAIP policy. The AIP Authority within the Department of Industry, Science and Resources is responsible for approving CAIP plans.
For Single Procurements

1.1 Potential tenderers should note that subject to advice from the Department of Industry, Science and Resources, the Australian Industry Participation National Framework principles, including a CAIP plan requirement, may apply to the Head Agreement resulting from this Approach To Market or to any contracts issued under that Head Agreement. More information on CAIP plan requirements can be found on the CAIP webpage.
All Defence materiel and non-materiel procurements above $4 million, and for the procurement of construction services above $7.5 million, will be captured under the Defence Policy for Industry Participation.
Some projects receiving Commonwealth Government funding may also have obligations under the Australian Jobs Act 2013 (Jobs Act) to develop an AIP plan. To avoid duplication, these projects can use their approved Jobs Act AIP plan to satisfy the Commonwealth AIP policy requirements.
Some projects receiving Commonwealth Government funding may also have obligations under state or territory policies or legislation to develop an industry participation plan. To avoid duplication, these projects may be able to use their state or territory industry participation plan to satisfy the Commonwealth AIP policy requirements.
The optimal time to determine whether a CAIP plan will be required is once the outcomes of the tender process are known, including details of the preferred supplier/s or panellist/s and any proposed subcontracting arrangements.
If a CAIP plan is required, please note that the successful tenderer must have an approved CAIP plan in place prior to execution of the contract or head agreement.
