The purpose of this Advice is to inform agencies that the Minister for Finance and Deregulation has approved an update to the whole-of-government authorisation under Regulation 10 of the Financial Management and Accountability Regulations 1997 (FMARegulation10).  The update reflects the extended term of the Fleet Management Agreement.

FMA Regulation 10 requires the Finance Minister’s authorisation before an approver can consider approving a spending proposal that is not supported by sufficient uncommitted appropriation.

This Advice updates FMB Advice 2008/02, which can be found on the FMB’s website.

The Minister’s authorisation means that agencies continue not to be required to obtain agency specific FMA Regulation 10 authorisations for vehicles leased under the Fleet Management Agreement up until the cessation of the agreement on 31 January 2013.

Agencies, however, remain required to obtain FMA Regulation 9 approval of a spending proposal prior to entering into Fleet Management Agreement leases.

Issue 09/06, 27 November 2009 - Amendments to E10 Suppliers Lists

The purpose of this Advice is to inform agencies about changes to the Fleet Monitoring Body’s (FMB’s) website as it relates to ethanol-blended (E10) fuel.

Since 2005, the fleet has observed a policy that encourages the use of E10 fuel where possible. At that time, E10 was available from approximately 300 sites around Australia.  As E10 has gained greater acceptance, the number of sites selling E10 has grown to approximately 1,600.  This equates to about one-third of all service stations in Australia. 

Presently, the FMB undertakes bi-monthly reviews of the number and location of service stations selling E10, Australia wide.  This represents a significant and increasing amount of work for the FMB.  The results of this research are published on the FMB’s website in the form of the E10 Supplier List and the E10 Availability Worksheet
At the recent Participant Feedback Session, the FMB proposed the removal of the E10 Supplier List and the E10 Availability Worksheet from the FMB’s website.  Whilst it was acknowledged by a small number of fleet managers that this information is useful and is accessed from time to time, the majority of attendees did not oppose the FMB’s plan to remove the lists.

With this in mind, from 18 December 2009, the FMB will no longer produce the E10 Supplier List and the E10 Availability Worksheet.  The FMB will, however, continue to maintain the currency of the web links from the FMB’s website to the oil company’s and independent fuel retailer’s websites.  Many of these websites include a Locator Function that can readily identify outlets in each state and territory and provide information on fuel types available at those sites
