Explanatory Notes

Background

On 27 September 2001, the then Prime Minister announced that expenditure by former Governors-General, former Prime Ministers, other Life Gold Pass holders, severance travel beneficiaries and surviving spouses or de facto partners of certain eligible former Parliamentarians, arising from benefits granted to them in recognition of public service, would be publicly disclosed.

The statement further indicated that this disclosure would be done on a six-monthly basis in conjunction with the Parliamentarians' expenditure. The document would contain the same level of detail, in the relevant category, as for Parliamentarians.

Process of Compilation

The Department of Finance (Finance) prepared reports regarding the expenditure and adjustments of travel costs, and, where applicable, family travel costs and costs of office facilities and office administration, for former Prime Ministers, other Life Gold Pass holders, severance or post-retirement travellers, surviving spouses or de facto partners of former Prime Ministers and surviving spouses or de facto partners of other Life Gold Pass holders (entitlees). The detailed information is provided to each entitlee to check and advise of any corrections required. If such advice is provided to Finance, it is checked against the source data (such as invoices and records of payment). Provided the outcome of Finance's checks correlate with those notified by the entitlee, Finance’s records are corrected, amended, and advice of the changes and/or amended document is provided to the entitlee.

Notes in the report

Based on the process outlined above, information contained in the reports is considered to be an accurate statement of payments made, and receipts received, by Finance during the period 1 January to 30 June 2013 in respect of entitlements for eligible entitlees. Expenditure against travel entitlements may not necessarily relate to travel actually undertaken during the period. This is due to the fact that the travel accounts (payments and receipts) can be processed in a reporting period other than one in which the travel takes place. The reasons may include advance bookings made and paid for in one period and used in a subsequent reporting period and re-crediting costs in a later period for a cancelled booking in an earlier period. Other entitlements may have similar accounting and processing procedures.

Goods and services purchased by Finance on behalf of former Parliamentarians are reported exclusive of recoverable Goods and Services Tax (GST). This is in accordance with the requirement that all agencies report all expenditure as exclusive of recoverable GST.

The report comprises:

  • aggregate information on travel costs, and, where applicable, family travel costs and costs of office facilities and office administration for all eligible entitlees; and
  • summary information particular to each entitlee on costs incurred by, and any repayments to, Finance on entitlements for two separate reporting periods:
    • expenditure paid between 1 January to 30 June 2013, relating to the entitlement period on or after 1 January 2013; and
    • expenditure paid between 1 January to 30 June 2013, relating to the entitlement period prior to 1 January 2013.

Former Governors-General

Finance meets the costs of travel via scheduled services for the Hon Bill Hayden AC under his Life Gold Pass holder entitlement. The Department of the Prime Minister and Cabinet meets any other travel costs for former Governors-General.

Explanatory Notes for Summary Document

1. Domestic Scheduled Fares

These are payments made for travel by former Parliamentarians via domestic scheduled services. This total includes any refunds received. Travel undertaken but not paid for during the period will show in the relevant period in which the travel was paid.

2. Car Costs

These are payments made for the following:

  • Private-Plated Vehicle (for former Prime Ministers only): these are payments for the hire, insurance, maintenance costs and fuel costs of Commonwealth-leased private-plated vehicles; and
  • COMCAR (for former Prime Ministers and surviving spouses or de-facto partners of former Prime Ministers only): this is the cost of COMCAR trips billed within the period. The city in the details field represents the location of the COMCAR depot responsible for the booking. Therefore, the city location may differ from the exact location in which the travel occurred.
3. Office Facilities1

(for former Prime Ministers and surviving spouses or de-facto partners of Former Prime Ministers only)

These are payments made for the following:

  • Property operating expenses: including lease, power, cleaning;
  • Office security;
  • Repairs and maintenance: of both property and its fixtures;
  • Telecommunications – purchases: the purchase of, servicing, repairs and maintenance of telecommunications; and
  • Office equipment: the purchase of office equipment.
4. Office Fit Outs2

(for former Prime Ministers only)

These are payments made for office establishments, refurbishments and relocations.

5. Office Administrative Costs

(for former Prime Ministers only)

These are payments made for the following:

  • office consumables and services;
  • publications and
  • printing and communications.
6. Telecommunications

(for former Prime Ministers and surviving spouses or de-facto partners of Former Prime Ministers only)

These are payments made for telecommunication usage costs (fixed and mobile).

7. Family Travel Costs

(for former Prime Ministers and Life Gold Pass holders only)

These are payments made for the following:

  • Domestic Scheduled Fares undertaken by the spouse (including de-factor partner) of Former Prime Ministers or Life Gold Pass Holders; and
  • COMCAR trips billed for the spouse (including de-facto partner) of former Prime Ministers. Family members' names are removed and referred to as 'Family Traveller' in the final report.

  1. Office Facilities appears as an aggregate cost only in the final report.
  2. Office Fit Outs appears as an aggregate cost only in the final report.
