Why is the CBMS Being Redeveloped?
The Government’s program of reforms for financial accountability and transparency (Operation Sunlight), together with its need to be more responsive with fiscal policy to meet challenges in a changing economic environment culminated the need for a flexible and efficient system that captures data by program and ensures financial and budget information is accurate and trustworthy.
The current CBMS is based on software that is no longer supported by the vendor. The system currently contains 1.2 million lines of bespoke code and requires a great deal of effort to maintain and has no clear upgrade path. Finance demonstrated the risks posed to Government by the current CBMS and outlined a business case to redevelop the system. The First and Second Pass Business Case were submitted to Cabinet and approved.
The Second Pass Business Case in particular addressed the need to move to Program Centric reporting following agreed recommendations that were made in the Murray Review.
Project Announcement
The Australian Government announced in the 2010-11 Budget that it will comprehensively redevelop the CBMS and the cost to redevelop the CBMS would come from the Australian Government’s ICT Business As Usual Reinvestment Fund.
Procurement
Finance released the official Request For Tender (RFT) on Friday 6 August 2010 for COTS Software. This Tender closed on 17 September 2010. Finance received five responses and conducted an initial evaluation that eliminated three vendors. Two vendors were selected to progress to the next round of evaluations that included a rigorous Proof of Concept test to demonstrate the tenderer’s ability to deliver a suitable solution. Finance selected SAP Australia as the COTS supplier and executed a contract on the 24 March 2011.
Finance released an Expression of Capability (EOC) to an open market on AusTender on 5 November 2010 that closed on 2 December 2010. Six responses were received, three of which were eliminated after the announcement that SAP was the successful COTS supplier. A contract with CSC Australia was executed on the 19 September 2011.
